刊行のことば
我が国の国土は、亜寒帯から亜熱帯にまたがる大小の島々からなり、屈曲に富んだ海岸線と起伏の多い山岳等変化に富んだ地形や、各地の気候風土に育まれた多様な動植物相がみられます。
このような自然は、経済的資源として我々の生活を豊かにするために利用され、特に高度経済成長期以降の豊かな物質的生活をもたらしました。しかし、反面、この美しい自然環境を著しく損ない、貴重な動植物を絶滅の危機に追い込んだ事例がみられることも否定できません。
このような苦い経験から、自然環境を総合的に保全するためのいろいろな施策が実施されてきておりますが、そのためには、自然環境保全基礎調査―“緑の国勢調査”―は、欠くことができないものとして位置付けられています。この調査は、自然環境保全法に基づき、おおむね５年に１度、科学的な方法により、全国土を対象として自然環境の改変状況や貴重な動植物の分布等について実施され、調査の結果は我が国の自然環境保全施策の展開を図る上で重要な基礎資料として活用されております。
この「日本の自然環境」は、昭和48年度に実施した第１回自然環境保全基礎調査及び昭和53、54年度に実施した第２回自然環境保全基礎調査の結果を中心に、我が国の自然環境の姿をわかりやすく体系的に編集したアトラス（地図帳）です。自然環境の現状が容易にわかる本格的なアトラスはこれまでに刊行されておらず、このアトラスの公刊は、誠に意義深く喜びに堪えません。
このアトラスを通じて、一人でも多くの人が我が国の自然環境について理解と認識を深められ、自然保護の活動がより一層推進されることを期待します。

FOREWORD
Our territory consists of many islands extending from the subarctic to the subtropical zone. It has variable landscape with rugged coastlines and high mountains and its climate is widely different from north to south, resulting in a rich variety of fauna and flora.
Nature is utilized as an economic resource to nourish our life and has contributed to a high standard of living since the period of recent high economic grouwth. However, it is true that economic activities have spoiled the beautiful natural environment and endangered many precious plants and animals.
Because of this bitter experience, a variety of policies for overall conservation of nature have been put into practice. The Natural Survey on the Natural Environment, the so-called Green Census, is the basis for these policies. The Nature Conservation Law provides for this survey every five years, and alteration of natural environment and distribution of important plants and animals are scientifically investigated. The results of the surveys provide important basic data for the development of measures and policies for the conservation of the natural environment.
This book, "The Natural Environment of Japan", presents the features of our natural environment systematically and comprehensively, based mainly on the results of the First and Second Natural Surveys on the Natural Environment, carried out in 1973 and 1978/79, respectively. This is the first atlas of the natural environment of Japan, and I believe that its publication is very meaningful.
It is hoped that, through this Atlas, more and more people will understand and recognize the importance of our natural environment and that the conservation of nature will be reinforced.
